Does dry wood furniture have to be treated before discoloration?

I am on the point of finish a classic outside glider/bench. The wood is extremely dry. Must I rub this lower with a few type of furniture oil prior to trying to stain it? The wood is really dry it's beginning to hack just a little occasionally, and also the surfaces are type of textured.

Order of task.

1. Sand and fill/repair as necessary

2. Stain

3. Oil or apply other protective coat
